Seki Hirano undertook a consultancy for the Ministry Of Education Rwanda as part of UNICEF's technical assistance to the government. The role includes drafting of the "National schools infrastructure standards and guidelines." This document states the national standards for schools infrastructures in the Republic of Rwanda. These standards will apply to all Primary and Tronc Community schools in the country. Through this document the Ministry of Education of Rwanda sets the standards expected to be reached by all schools providers. These standards have been developed through a consultation process with school communities, including head teachers, staff members and pupils. These concerns have then been developed through a technical expert review process where many organizations and specialist have contributed. In setting these standards and guidelines the MINEDUC has always considered the balance between increasing quality and increasing access in a practical and equitable framework. The Draft of this Child Friendly Schools Infrastructure Standard and guideline is currently undergoing Ministerial approval procedures. Seki continues to support the government by leading the drafting of the National Schools Infrastructure policy.
