Following the cyclone Nargis which hit the delta region at 190 km per hour winds accompanied by a storm surge destroyed up to 480,000 housing units in the Yangon, Ayeyarwady delta regions of Myanmar. Seki Hirano was deployed as the UN-Emergency Shelter Cluster technical coordinator seconded from CARE International to the International Federation of the Red Cross. His role included the coordination of the Technical Working Groups with all its members of the UN-Cluster system. The challenges included work to achieve consensus with all Humanitarian agencies operating in the region upon improving the standard of emergency shelter response. Setting standards on emergency materials such as plastic sheeting, community tool kits and house hold items which were delivered to the effected community. Coordinating the humanitarian response within the complex political and logistical raised many challenges and Seki had been central to writing the Shelter Clusters Early Recovery Strategy.
